Ministry of Labour and Employment in pursuance of excellence in vocational training has developed Skill Development Initiative (SDI) scheme based on "MODULAR EMPLOYABLE SKILLS (MES)" framework in close consultation with industry, State Government and experts.
MES is "Minimum Skills Set" which is sufficient to get an employment in the labour market. These can be learnt through professional training institutes or through professionals in formal and non formal way for ones gainful employment.
MES allows skill upgradation, multiskilling, multi entry and exit, vertical mobility and life long learning opportunities in a flexible manner. It also allows recognition of prior learning (certification of skills acquired informally) effectively.
SDI scheme is a five year project during which one million persons would be trained or their existing skills tested and certified under Modular Employable Skills (MES) framework.
Course And Curricula
Demand driven short term MES courses decided in consultation with industry. Courses would also be available for persons having completed 5th standard.
Training
Testing and Certification
Testing of skills of trainees by independent assessing bodies/industry associations, which will not impart training, to ensure that it is done impartially.The essence of the scheme is in the certification that will be nationally and internationally recognized by both the government agencies and industry/trade organization.
Monitoring And Evaluation
Apex Committee at national level and State committees at State level would advise and guide the project implementation. The Apex Committee will chaired by the Secretary, Labour and Employoment. Govt. of India and State Committees will be chaired by concerned Secretary/Principal Secretary to the State Government. These Committees will have representatives of major shakeholders.
National Project Management Cell (NPMC) is DGE&T Head quarters and six regional cells in RDATs under DGE&T will implement the scheme.
Each State Government /UT administration will setup SDI cell. State/UTs will also declare one Govt. ITI as nodal ITI in each district, which will coordinate with VTPs and provide support to the assessing bodies in its region.
VTP would assist trainees in getting employment and track the trainees till they get gainfully employed.
Post training evaluation of 1% trainees certified would be done every year
Web Based Software
Web based software would be used for implementation and monitoring of the scheme. It will also act as on-line employment exchange providing job opportunity to the candidates.
